“In our recent research, commissioned by Dott, spatial analysis highlighted that 98% of Inner London can be accessed through the use of a tube or train and a 10-minute e-scooter journey, greatly improving accessibility. We also found that 65% of Outer London can be reached from a town centre within a 10-minute e-scooter journey highlighting an incredible opportunity to reduce the use of private vehicles for short journeys.

Momentum recently collaborated with Paris-based “6t Bureau de Recherche” on a research study commissioned by Dott (one of the successful operators in the London e-scooter tender process) to identify the opportunities and constraints with e-scooter parking. Momentum and 6-t examined how the journey Dott has undertaken in Paris – to achieve over 97% of all Dott trips ending in a dedicated parking zone – could be brought to London.

It is recognised that with the introduction of e-scooters there are also concerns regarding the parking of these modes, subsequent clutter and safety issues for pedestrians. Momentum and 6t recommended that a collaborative approach to e-scooter parking should be undertaken, with a continual conversation taking place between both the operator and the local authority, both of whom have common end-goals of efficiency and effectiveness. Taking learnings from Paris, where parking compliance increased from 35% to 98% once dedicated parking areas were implemented, we recommended that London also establish e-scooter parking areas where possible, through the removal of on-street car parking bays for example.

The research – ‘Investing in micromobility at stations: A London study of benefits and design options’ highlights how better passenger micromobility transport at stations could give passengers more options to complete their journeys without necessarily using buses or the Underground. This could make public transport more convenient by improving ‘first and last-mile’ connections and reduce pressure on existing public transport services by making it a realistic option to board and alight at less crowded stations.

Improved connectivity via these kind of personal transport vehicles would also increase the opportunity to develop at density in outer London and enable more new housing to come to market sooner. This would boost the regeneration of areas surrounding stations and offer land development opportunities to Network Rail and TfL to further diversify their revenue streams.

The study shows that major cities can successfully integrate shared micromobility at stations by: prioritizing dockless micromobility within designated parking areas; consistently signing micromobility parking bays across all London stations, whilst carrying station-specific branding; encouraging micromobility parking at destinations through co-operation with developers and incentives from local authorities; incorporating micromobility as a component of Public Transport Accessibility Levels (PTAL); and introducing integrated trip planning and payment so the first and last mile are considered part of a total journey.

The publication of the research follows a collaboration between the LSE’s Regional and Urban Planning Studies Masters programme, Masters student Max Meyers and Momentum Transport Consultancy to better understand the design and planning for micromobility at major London rail stations within the context of a need for a diverse offering of transport options in cities. It questions how micromobility can fit into this picture, how stakeholders might best coordinate with one another and what design and policy changes would best mitigate any potential issues of micromobility.

Alan Mace, associate professor of urban planning studies at LSE said: “Making public transport a positive choice over the private car depends on reducing the friction of the ‘last mile’, that inconvenient part between alighting from public transport and arriving at your destination. The burgeoning growth in micro-transport offers an exciting range of possibilities to address the challenge, but its potential will only be fully realised if we design an infrastructure to support it. This report contributes a range of innovative possibilities for the public and private sectors to plan for and build in that infrastructure.”

The integrated transport consultancy published its first A-Z in 2018 to coincide with the inaugural Transport Planning Day, which is organised by the Transport Planning Society. The proposed changes include introducing a hierarchy of road users, clarifying pedestrian and cyclist priority and establishing safer overtaking.

Momentum’s responses included:

On rule H1 – hierarchy of road users – which puts vulnerable users at the top of the hierarchy and places increased responsibility on those that can cause greatest harm, Momentum responded that this introduction is generally welcomed and introduces a shift in how we think about the different vulnerabilities of road users from the outset of the Code. However, despite being largely in favour of the proposed hierarchy’s introduction Momentum highlighted that the wording of this rule requires improvement to avoid a narrow interpretation of its intent.

On rule H2 – clarification of right of way and stronger priorities for pedestrians – which provides clearer and stronger priority for pedestrians at junctions and crossings. Momentum agreed that the principles of these changes are correct. However, Momentum’s response expressed concern that giving way to pedestrians waiting to cross a road, in which vehicles are turning into, may have detrimental road safety impacts whilst it is becoming established, particularly on higher-speed main roads at the approaches to side roads.

On rule H3 – cyclists’ priorities and right of way – which aims to improve the priority for cyclists particularly ahead of vehicles turning in and out of side roads, Momentum agreed with the introduction of the rule.

Momentum also provided comments on proposed changes regarding overtaking cyclists, introduction of the ‘Dutch Reach’ and cyclists undertaking – expressing concern on the last change that, as drafted, the rule seems to encourage undertaking of large vehicles, or at least does not adequately highlight the danger of doing so which could increase side-swipe collisions between large vehicles and cyclists at left turns.

Derek Griffiths, associate director at Momentum said: “Overall we are very positive towards the proposed review and changes to the Highway Code, and believe the changes are in line with our aims to design safer streets for everyone, including more vulnerable users.

“However, a strong commitment to education and the communication of these changes will be absolutely essential to ensure their safe implementation. The combination of some road users following the existing Highway Code and others following the revised code will mean users assuming different road priorities, which is bound to generate confusion and safety risks. We look forward to seeing the final changes once the feedback has been analysed by the DfT.

The festival, an online event, runs from 19-23 October and includes inspiring webinars, live workshops, masterclasses and research to gain insights from young professionals.

Derek Griffiths, associate director at Momentum, will speak at the festival fringe on the topic of ‘what if tomorrow’s big idea…is actually made up of today’s initiatives?’. Looking at the steps that engineers, designers and planners can take today to address the needs of the future city, Derek will take a closer look at a range of initiatives taking place around the world; highlight the technology and strategies which inform our client work; and the ambitions, challenges and constraints of policy and legislation which guide developments. The session will also include case studies of both masterplan and building strategies where good design, engineering and collaboration are demonstrating how effectively space can be reclaimed for the benefit of people.

Momentum’s young professionals will also contribute to the event – with short videos from Stella Ma, senior engineer; Niamh Sutherland, assistant engineer; Elena Soboleva, assistant modeller; Tobias Bryson, engineer; and Onyeka Okeke, engineer – on the importance of diversity and inclusion; the steps the government should take post-pandemic to encourage greener transportation; and the technology that will have the biggest impact on the transportation sector in the next 10 years.

The museum will occupy the historical General Market, Poultry Market and Annexe buildings to the south of Farringdon Station, moving 700m west from its existing location at 150 London Wall.

Our development proposals focus around a number of sustainable transport initiatives including enhanced public realm, a coach strategy to facilitate school and adult trips to the site, and the use of cargo bikes for servicing.”

The new Museum of London is expected to be a catalyst of renewal of the Smithfield area, further supported by the regeneration of the area, introduction of Crossrail at Farringdon station and the City of London Culture Mile proposals for the wider public realm improvements.

Momentum will continue to support the proposals post-planning, in the lead up to the new Museum of London opening its doors in 2024.
