Momentum welcomes proposed changes to cycle parking standards in new Draft London Plan.

The publication of the consultation draft of the new London Plan marks a significant milestone for the development industry, with the proposed cycle parking standards for the City of London seeing a substantial reduction on current requirements.

Momentum contributed to the City Property Association’s Cycling and the City report, published in December 2024, which found that 86% of cycle parking spaces in new City developments remain unused. The research demonstrated that existing standards have resulted in extensive areas of underutilised, carbon-intensive basement space, despite the City’s unique transport characteristics and high levels of public transport use.

The draft goes much further than we, and many in the industry, expected and reflects a growing recognition that planning policy should be informed by real-world evidence.
