The refurbishment of Portland House, a landmark tower in Victoria, gained planning permission in February 2023. Stripping back the existing building to its shell and core and retaining the existing building structure, whilst cleaning the façade and adding a new double-height reception and rooftop extension, Portland House has been designed to be net-zero in both construction and operation, and will target WELL Core Gold and BREEAM ‘Outstanding’.

We worked with developer Landsec and demolition contractor Erith to meet their obligations to ensure a safe method of vehicle access during the renovation, while minimising the impact on general traffic on London’s inner ring road.

Alongside this primary objective, we also had two aims. To find a solution which avoided additional TfL pit lane rental charges and the costs associated with statutory utilities disruption.

Key to the success of our work on the Portland House project was our engagement, and relationship, with TfL as the highway authority. Working collaboratively we were able to offer solutions which were acceptable to TfL, managed the safety aspects of construction logistics on the site, and worked in conjunction with a number of other adjacent developments.

Momentum negotiated the scope of s278 works required, and subsequently delivered construction drawings for the Contractor to deliver. Momentum’s detailed design work, included the provision of a protective slab to allow vehicles to run over the footway without damaging utilities beneath, avoiding both costly diversions to apparatus and lane rental charges.
